• Behavioral: significant actors avoid nondemocratic action.



• Attitudinal: majority of public holds belief that democratic institutions are best.



• Constitutional: all significant actors are habituated to the rule of law. Democracy becomes "the only game in town."



• Necessary background conditions: absence of a stateness problem and the existence of the rule of law.
