Simulation #3: Building Democracy in Iraq

The following actors are part of the reconstruction team being organized by the United States to build a democratic Iraq in the next two years:

American and British Technocrats:

Shia Muslim Group:

Sunni Muslim Group:

Kurdish Group:

Turkmen Group:

Exile Group:

Each group must organize a proposal for the creation of the following: (a) a state structure (unitary, federal, confederal, etc.), (b) a constitutional structure (presidentialism, premier presidentialism, parliamentary, etc.), (c) an electoral and party system, and (d) other institutions designed to enhance the accountability of elites.
