Decentralization in Comparative Perspective
This research program follows on the theme of the "Shifting States" project which examines new forms of state intervention in the marketplace through the institutions and policies of subnational governments. Whereas "shifting states" focuses on the results of decentralization, the "decentralization in comparative perspective" research program focuses on the political causes of decentralization.
For an understanding of the diverse theories underpinning this research program, see my forthcoming co-authored introductory chapter to my forthcoming co-edited volume on decentralization in Latin America (Decentralization and Democracy in Latin America, co-edited w/ David Samuels (University of Notre Dame Press, 2004).
A major component of my current work focuses on the nature of intergovernmental conflict as a strategic game shaping the nature of decentralization and re-centralization. See my forthcoming chapter on the distributive intergovernmental game in contemporary Brazil (“Competitive Federalism and Distributive Conflict in Democratic Brazil.” In Reforming Brazil, eds. Mauricio Font and Anthony Spanakos. New York: Lexington Books, 2004).
Presently, my field work explores the relationship between the evolution of the party system in Spain and the decentralization of the state. See my current working paper on the effects of decentralization on the political careers of national legislators.
